For more than twenty-five years, Justice (Retd.) Kusar Sultana Hussain has contributed her rich professional expertise to a wide range of judicial and administrative assignments entrusted to her from time to time throughout her distinguished service career. She earned her degrees of M.A. and LL.M. from the prestigious alma mater, the University of Karachi. Early in her career, she was enrolled as an Advocate with the Sindh Bar Council in 1987. She practiced law until 1992, when she was appointed as a Civil Judge by the Sindh High Court. She was subsequently promoted to Senior Civil Judge and then to Additional District & Sessions Judge, serving in various districts of the province of Sindh. Upon her promotion as District & Sessions Judge in 2006, she was exposed to a variety of specialized judicial fields and held several key positions. These included District & Sessions Judge, District Sanghar; Presiding Officer, Special Court for Customs, Taxation & Anti-Smuggling, Karachi; In-charge Judge, Special Court (Offences in Banks), Karachi; Judicial Member, Customs Appellate Tribunal, Karachi; Member, Inspection Team-II, Sindh High Court, Karachi; Presiding Officer, Special Court, Sindh Public Property (Removal of Encroachments), Karachi; and Judge, Anti-Terrorism Court, Karachi. In 2006, she attended the International Visitor Leadership Program on “Protection of Intellectual Property Rights,” organized by the United States Department of State. She was also a Chevening Scholar and participated in an extended twelve-week program in 2009 on “Democracy, the Rule of Law, and Security” at the Centre for Studies in Security and Diplomacy (CSSD), University of Birmingham, United Kingdom. During this program, she visited the International Court of Justice in The Hague and the European Union Secretariat in Brussels. She also undertook a study tour to Derry and Belfast, Northern Ireland, to examine the legacy of historical violent conflict (The Troubles) and the subsequent peace-building efforts of the late twentieth century. In 2012, she was selected to participate in and successfully completed a specialized training program in International Law at The Hague, Netherlands, arranged by the Hague Forum for Judicial Expertise—an affiliate of the University of Amsterdam and the Council for the Judiciary, Netherlands. As part of her academic and professional exposure, she visited several international legal institutions, including the International Court of Justice, the International Criminal Court, the International Tribunal for the Former Yugoslavia, the Special Tribunal for Lebanon, the Permanent Court of Arbitration in The Hague, and the European Union Secretariat in Brussels. Justice (Retd.) Kusar Sultana Hussain has been an active participant in numerous professional workshops, seminars, and training programs organized by the Sindh Judicial Academy, Punjab Judicial Academy, Federal Judicial Academy, Ministry of Law, Justice & Human Rights, Government of Pakistan, the British Council, and the Aga Khan Foundation Pakistan. She also served as a visiting faculty member at the Sindh Judicial Academy, Karachi, where she delivered lectures to members of the judicial fraternity. She was elevated as an Additional Judge of the Sindh High Court on 6 February 2018 and was subsequently confirmed as a Judge of the Sindh High Court on 27 December 2018. During her tenure, she was assigned the responsibilities of Monitoring Judge for District Thatta and served as a Syndicate Member of Jinnah University for Women, Karachi, as a nominee of the Sindh High Court.
